NPWS entry pass conditions of use

NSW National Parks and Wildlife Service (NPWS) issues 4 types of pass to access fee-charging national parks.

Please read the applicable conditions of use before buying or applying for your pass.

What conditions apply to my pass?

The conditions that apply to your pass will depend on what type of pass it is.

Annual Pass

  • Full price annual passes, including All Parks Pass, Multi Parks Pass, Country Parks Pass and Single Park Passes.
  • Discounted annual passes purchased during Service NSW vehicle registration renewal.
  • Seniors discounted annual passes.
  • Kosciuszko National Park discounted passes.
  • Complimentary annual passes, not including Access Passes or Concession Passes defined below.

Concession Pass

  • All Parks Passes issued for free to eligible pension and DVA card holders.

Day Pass

  • Day based passes, including hourly, same day, 24-hour and multi-day variations.

Access Pass

  • Access Passes list a specific category or purpose for the passes’ use as stated in your confirmation email. Each Access Pass category has unique eligibility requirements. Further information about Access Passes can be found with the local National Parks office.

Conditions of use

Annual Pass

  1. Vehicle type
    This annual pass is only applicable for vehicles with up to eight (8) seats being used for private recreational visits. The pass is not valid for rental cars, buses or mini-buses. This pass is also not valid for any motor vehicle being used for commercial purposes including hire cars, on-duty taxis and rideshare vehicles.

  2. Valid for the nominated vehicle only
    This annual pass can only be used for the nominated vehicle and for the duration as specified. This pass is not temporarily transferable to any other vehicles.

  3. Maintain communication details
    You are required to maintain a contact phone number and a written contact method (email or post) for the duration of the annual pass validity period. You are required to maintain a unique (non-shared) email address in order to receive pass expiry reminder notifications, as well as perform online pass management and receive general pass change notifications. By not maintaining a unique email address, you accept that you will not receive pass expiry reminder notifications.

  4. Transfer or change vehicle details for annual pass
    Pass transfers and vehicle detail changes must meet specific criteria and are reviewed by NPWS. All pass transfer requests will incur a non-refundable administration fee. You may edit your name and contact details free of charge. To transfer or change your vehicle or personal details logon to the manage pass online portal or contact the NPWS Contact Centre on 1300 072 757 (13000 PARKS) or via email annual.passes@environment.nsw.gov.au

  5. Pass validity
    This annual pass is valid from the time of purchase until the date provided on the confirmation letter/email and allows entry for the nominated vehicle to NSW parks and reserves as specified by the pass type. This does not include access to sites that charge a landing fee or to other fee-charging activities in parks such as camping, NPWS guided tours and museum entry.

  6. Parks and reserves access and closures
    Significant and prolonged restrictions on pass holders’ ability to enter parks and reserves due to a public health, fire, safety, conservation or operational requirement may be required. No refunds or extensions, or refunds or extension on a pro-rata basis will be granted.

  7. Penalty infringement notice
    Failure to comply with annual pass terms and conditions, pass validity period or use of a pass in a park not covered by the pass type will result in a penalty infringement notice or your annual pass being revoked. Definition of included parks for each pass type can be found on the NPWS website.

  8. Purchase of an annual pass is not refundable
    Unused or unwanted annual passes will not be refunded.

  9. Restricted areas
    1. Sydney Harbour National Park – Chowder Bay Precinct
      This pass is not valid in areas managed by the Sydney Harbour Federation Trust. Please check all local signage to ensure your vehicle is in an eligible NPWS managed area. In NPWS managed areas, this pass is only valid for a maximum of four (4) hours per calendar day. Longer stays require the purchase of a separate pass at the on-site pay machines.
    2. Cape Byron State Conservation Area – Cape Byron Lighthouse Precinct
      This pass is valid for a maximum one (1) hour per calendar day. Longer stays require the purchase of a separate pass at the on-site pay machines.
    3. Worimi Conservation Lands require a specific access permit for motor vehicle entry and beach driving at Stockton Beach.
    4. Booderee National Park at Jervis Bay is not included in this product and is managed jointly by the Wreck Bay Aboriginal Community and the Australian Government Department of Agriculture, Water and the Environment.
    5. Three areas in Oxley Wild Rivers National Park have separate day vehicle entry fees:
      Halls Peak Campground, Riverside campground and Youdales campground
    6. The Basin in Ku-Ring-Gai Chase National Park and the islands in Sydney Harbour National Park both require a per person fee each visit.

Concession Pass

  1. Vehicle type
    This concession pass is only applicable for vehicles with up to eight (8) seats being used for private recreational visits. The pass is not valid for buses, or minibuses. This pass is also not valid for any motor vehicle being used for commercial purposes including on-duty taxis.

  2. Vehicle occupancy
    The approved Concession Pass applicant must be travelling in the vehicle for the Concession Pass to be valid. You must have your valid Australian Government Pensioner Concession Card or eligible Veteran’s Card with you as you may be required to confirm your exemption status. Misuse of your Concession Pass may result in its cancellation.

  3. Digital vehicle record
    This concession pass can be digitally assigned to one (1) vehicle at a time as indicated on your pass confirmation. When visiting a park in the listed vehicle, there is no requirement to display the pass and the pass remains valid on that vehicle for its full validity period. Failure to assign a vehicle prior to your visit or to display a valid vehicle dashboard printout during your visit may result in a penalty infringement notice.

  4. Vehicle dashboard printout display
    If visiting a fee-charging park in any vehicle not recorded to your concession pass as indicated on your pass confirmation, the Concession Pass PDF included in your confirmation must be printed out and displayed on the vehicle’s dashboard clearly visible through the front windscreen during your visit.
    1. It is the passholder's responsibility to ensure safekeeping of the vehicle dashboard printout and to report any misuse, loss or unauthorised sharing of this document.
    2. The concession card holder’s presence can only be associated with a single vehicle entering the park and does not permit multiple vehicles to enter at the same time using the same pass.

  5. Maintain communication details

You are required to maintain a unique (non-shared) email address in order to receive pass expiry reminder notifications, as well as perform online pass management and receive general pass change notifications. By not maintaining a unique email address, you accept that you will not receive pass expiry reminder notifications.

  6. Pass validity
    This pass is valid from the time of approval until the date provided on the confirmation letter/email and allows entry for the nominated vehicle or one (1) vehicle displaying the valid Concession Pass PDF to NSW parks and reserves as specified by the pass type. This does not include access to sites that charge a landing fee or to other fee-charging activities in parks such as camping, NPWS guided tours and museum entry.

  7. Parks and reserves access and closures
    Significant and prolonged restrictions on passholders’ ability to enter parks and reserves due to a public health, fire, safety, conservation or operational requirement may be required. No extensions, or extension on a pro-rata basis will be granted.

  8. Penalty infringement notice
    Failure to comply with concession pass terms and conditions, pass validity periods or use of the pass in an area not covered by the pass type will result in a penalty infringement notice or your pass being revoked.

  9. Restricted areas

  10. Right to revoke
    NPWS retains the right to revoke this NPWS Concession Pass at any time before its expiration date by writing to the holder at the email or postal address provided on your NPWS Concession Pass application.

Day Pass

  1. A vehicle registration plate number must be supplied when purchasing a day pass. It’s the customers’ responsibility to ensure vehicle registration details are recorded correctly. Penalties apply for vehicles without a valid pass matching the vehicle details, including as a result of user error.

  2. Failure to pay the relevant park entry fee, maintain a valid pass and adhere to these conditions will result in a penalty infringement notice.

  3. Day passes are not transferable to any other vehicle.*

  4. Passes are non-refundable.*

  5. This pass is valid from time of purchase until the date and time indicated at the time of transaction. A valid pass does not dismiss any local access restrictions, including park gate closure times or movement instruction by NPWS staff and contractors. All local signage and direction must be followed.

  6. Purchase of a pass does not guarantee access to any particular area or guarantee parking availability. Any pass purchased in advance of arriving at a destination is done so with the risk of an inability to utilise the pass.

  7. The Day Pass product includes all variants of day based national parks passes including hourly, same day, 24 hour and multi-day passes. These conditions apply to all variants of a Day Pass.

  8. This pass is only valid at the park or reserve where the ticket was purchased or as indicated at time of purchase.* This pass does not include access to sites that charge a landing fee and to other fee-charging activities in parks such as camping, Discovery, museum entry and tours.

  9. This pass is only valid for the selected vehicle category. Motorcycle includes 2 and 3 wheeled vehicles with no more than 2 seats. Cars include vehicles with up to eight (8) seats. Buses and minibuses may be subject to additional fees.

  10. Entry to parks and reserves or areas within parks may be restricted due to safety, conservation, or operational requirements. No refunds or extensions or refunds or extension on a pro-rata basis will be granted for any reason including unused time remaining in pass validity

  11. Where requested, day pass tickets must be displayed and clearly visible on the vehicle dashboard.

* Day passes purchased online as part of a camping or accommodation booking are valid for the park or reserve selected at the time of purchase. Transfer or refund queries in connection to booking changes should be directed to 1300 072 757 (13000 PARKS).

Access Pass

  1. Valid for the nominated vehicle only
    This access pass can only be used for the nominated vehicle and for the duration as specified. This pass is not temporarily transferable to any other vehicles.

  2. Maintain communication details
    You are required to maintain a contact phone number and a written contact method (email or post) for the duration of the access pass validity period. You are required to maintain a unique (non-shared) email address in order to receive pass expiry reminder notifications, as well as perform online pass management and receive general pass change notifications.   7. Pass type location validity
    Access passes are valid only in the park and in some instances zone within a park, as detailed on the pass confirmation.
    1. Access All Parks: All NSW National Parks
    2. Greater Sydney Access Pass: Cattai, Blue Mountains, Burragorang SCA, Ku-Ring-Gai Chase, Lane Cove, Garigal, Kamay Botany Bay, Sydney Harbour, Bents Basin, Royal, Georges River
    3. Access Multiple Parks: Specific national parks as indicated on pass confirmation, with further limitation to any zones within a park if listed.
    4. Single National Park: Single national park as indicated on pass confirmation, with further limitation to any zones within the park if listed.
    5. Single National Park – Bundjalung NP local residents: Iluka, Woombah and Goodwood Island residents local access permits access only to areas south of Shark Bay Beach 4WD access point within Bundjalung National Park.

  8. Greater Sydney restrictions
    Access Passes issued to the category of ‘Special Needs, Community or Charity groups’ are not valid on weekends and public holidays in the following national parks (standard fees apply at these times): Cattai NP, Blue Mountains NP, Burragorang SCA, Ku-Ring-Gai Chase NP, Lane Cove NP, Garigal NP, Kamay Botany Bay NP, Sydney Harbour NP, Bents Basin SCA, Royal NP, Georges River NP.

  9. Purpose of visit
    This access pass provides motor vehicle entry only for the purpose specified in the application. For club members, volunteers, working parties, businesses and their employees, access is only valid for the purpose and duration of undertaking patrol activities, club business or work activities directly associated with the group. You must pay the relevant park use fee if you are using the area for any other purpose. Misuse of the Access Pass may result in its cancellation.

  10. Group size
    Organised groups of more than 20 people at a time must obtain approval before their visit from the local area office. Activity consent with an additional fee may be required for large groups.

  11. Pass Renewal
    Access passes will not automatically be renewed upon expiry. The pass holder listed on the application is responsible for applying and meeting the eligibility requirements for a new pass.

  12. Right to revoke
    NPWS retains the right to revoke this access pass at any time before its expiration date by writing to the holder at the email address provided on your access pass application.
