Getting there:

Cascades Picnic area is on the flat ground north-east of the Macquarie Pass ascent. From Robertson, find the picnic area on your left at the bottom of Macquarie Pass descent; from Shellharbour / Kiama find the Cascades Picnic area on your right just before the Macquarie Pass ascent.
